Dr. Harsh Vardhan commends innovative use of solar energy by CEL

28 June 2017, Sahibabad: Hon’ble Minister of Science and Technology & Earth Sciences and Environment, Forest and Climate Change Dr. Harsh Vardhan today dedicated to the nation 1MW Captive Solar Power Capacity at Central Electronics Limited (CEL), a Government of India Enterprise located in Sahibabad Industrial Area in Ghaziabad District of Uttar Pradesh.  He also inaugurated Solar Rickshaw developed by CEL and laid foundation stone of the Solar Technology Park.

CEL, a pioneer in Solar Technologies, has designed and fabricated specialized flexible solar panels for use as roof of the solar rickshaw.  These solar panels provide continuous charging of the batteries throughout the day and effectively double the distance that the rickshaws can cover in a day resulting in reduction in physical effort by the rickshaw puller as well as increase in his daily earnings while at the same time increasing the battery life by avoiding frequent deep discharge cycles. The rickshaw used is, in itself, an innovative design with a foldable back, which can become a bed for the rickshaw puller to sleep or even as a means for moving patients in an emergency. 

Speaking at the function, Dr Harsh Vardhan commended CEL’s efforts towards popularizing innovative use of solar energy for everyday requirements of the common man.  He further lauded the efforts of the company to make maximum use of solar power for meeting its own requirements.

CEL has designed and installed a range of power plants on its campus, which showcase a number of concepts and technologies.   Two High Efficiency power plants on the roof of the CEL administrative and canteen complex have a total capacity of 198 KWp using IBC and HIT solar panels.  This complex has been operating in energy positive mode for the past over one year.  There are four BIPV (Building Integrated Photo Voltaic) power plants using specially designed and fabricated solar panels for covering the car park which function as demonstration plants for railway platforms, industrial sheds, warehouses etc..  The newest addition is a 600 KWp power plant using monocrystalline modules which was dedicated to the nation today by the Hon’ble minister, taking the total on campus capacity to 1 MWp. 

In addition, a 500 kWh centralized battery energy storage system is to be commissioned in the near future which will stabilize the CEL internal grid and allow the company to make best use of the its captive solar generation capacity.  This will effectively demonstrate hybridization of multiple power sources in a grid (Solar power, DG supply & Utility supply) – an important requirement for India as the percentage of renewable energy in total energy mix goes up and grid stability becomes an issue for the country.

The Hon’ble Minister also laid the foundation stone of a Solar Technology Park in CEL’s campus. This will house CEL training center and demonstrate a complete range of solar technologies and applications including home lighting systems, street lighting systems, solar water pumping systems, drip irrigation, solar fountains, Solar mini-grid, solar tree, net-metering technology for homes, energy efficient construction technology, etc..

Dr. Harsh Vardhan also started a tree plantation program in CEL by planting a sapling. He appreciated the efforts of the company to keep its campus green & clean with a variety of flora & fauna on the campus.  He stressed the need for industry to take care of its environment and surroundings as micro level steps to mitigate effects of climate change and commended CEL’s efforts in this regard.

The Hon’ble Minister said that our prime minister has taken up a mission to deliver a New India; there every Indian has access to clean air, clean water, health and housing, by the year 2022 (when India completes 75 years of Independence).

He further said that India’s pioneering efforts in area of renewable energy have been appreciated by many world leaders in recent meetings on Clean Energy in San Francisco as well as in China.  He lauded the innovative efforts made by CEL to bring benefits of Solar Energy to the common man through development of Solar Rickshaw, which benefits the common man as well as the Solar Technology Park which will help spread awareness about uses of solar energy & related technologies.  He expressed his confidence that CEL was capable of and on path to becoming a very important organization in the field of Solar Energy.

Dr Harsh Vardhan said that environment conservation is a part of the Indian DNA.

Dr Harsh Vardhan gave away divisional performance awards for “Most Innovative Divisional Effort”, “Cost Cutting”, “Swachh Bharat” as well as “Best Growth Performance”,  “Highest Turnover” & “Profitability”.

Speaking on the occasion, Dr Girish Sahni, Secretary DSIR & DG CSIR said that “Innovation is the hallmark of the company and over the past few years CEL has focused on innovation in very critical areas for the country and for making solar affordable for the common man.”  He further expressed that recent awards won by the company have generated a lot of expectations from the company and  he was confident that the leadership and employees would rise to the occasion and to meet these expectations and that “The country expects great things from you”

CEL is a PSU under the Department of Scientific & Industrial Research, Ministry of Science & Technology which has pioneered Solar Photovoltaics in the country and has the distinction of having manufactured India’s First Solar Cell in 1977 and India’s First Solar Panel in 1978 and installed India’s first solar power plant in 1992.  More recently, CEL developed India’s first indigenous flexible solar panel for use on the Science Express in 2015.
